Policy Statement

Unauthorized camping on University property is strictly prohibited.

Policy Requirements

Events and/or visitors that require overnight sleeping on campus must abide by University rules and be included in the exceptions of this policy.

Purpose:

The University is committed to providing a clean, safe, and healthy environment in order to carry out its educational mission. By prohibiting unauthorized camping in University buildings and grounds, this allows the University to provide world class programs and activities in a safe and healthy manner. 

Scope

All employees and students of the University, especially those in Athletics, Department Chairs, Department Deans, Performing Arts, Transportation Services, Public Safety and Police Services, and Office of Risk Management and Compliance.

Exclusions

The following are exceptions to the policy and/or its requirements:

  1. As a part of tailgating activities that are undertaken for sporting events, overnight parking, including sleeping in campers, RVs, etc., must be in accordance with University Transportation Parking Regulations, must obtain a parking permit, and may last no longer than three (3) nights.
  2. Any artist who participates in University authorized performances that require such action, so long as it is related to their contract. The stay must be in accordance with University Transportation Parking Regulations, must obtain a parking permit, and may last no longer than three (3) nights.
  3. Visitors for similar short-term events that request overnight parking accommodations in accordance with University Transportation Parking Regulations, obtain a parking permit, and results in a stay of no more than three (3) nights.
  4. In extraordinary and unpredictable circumstances, such as times of natural disaster, when approved in writing by the President of the University of their designee.

Definitions

Camping is defined as:

  1. Established or attempting to establish temporary or permanent living quarters on any University property other than residence halls, apartments, or University-managed housing and Guest Rooms located in the Memorial Union;
  2. Sleeping in any parked vehicle unless explicitly in accordance with University rules and Regulations;
  3. Sleeping outdoors with or without a tent, hammock, sleeping bag, structure, protection, or equipment of the like between the hours of 12:00 a.m. (midnight) and 6:00 a.m.

Responsibilities

The department responsibilities include but are not limited to the list below.

Academic and Community Conduct – Enforce the Student Code of Community Conduct.

Public Safety and Police Services  – Enforce University Policy or State Law and investigate any violations. Properly document any violations and forward to the appropriate department. 

Transportation Services - Enforce and administer parking permits in accordance with this policy.
