Policy Statement
A written and duly endorsed agreement between Michigan Technological University and a foreign university is required, if Michigan Tech students are to receive federal financial aid while enrolled for study at the foreign university.
Policy Requirements
A framework agreement must be:
- reviewed and approved by the executive director of the IPS and
- approved and signed by the provost and senior vice president for academic and student affairs and the president.
Subordinate agreements must be:
- approved by the appropriate department chair/dean,
- reviewed and initialed to indicate it was reviewed, by the executive director of IPS, and
- approved and signed, indicating agreement, by the provost and senior vice president for
- academic and student affairs.
Any agreement involving study for academic credit must be signed by the executive director of IPS. Any agreement involving research must be signed by the vice president for research.
Reason for Policy
Formal agreements are required by federal law, Title IV 34CFR668.5, available at the Web site http://www.gpo.gov/fdsys/browse/collectionCfr.action?collectionCode=CFR, for students who receive federal financial aid while enrolled at a foreign university. A formal agreement between Michigan Tech and a foreign university or other educational, scholarly, or research organization is also an important step in establishing programs for student and faculty exchanges and/or cooperation in education, scholarship, and research.

Definitions
Framework Agreement - An agreement that defines in very broad terms the cooperative intentions of the officers of the two institutions. This type of an agreement continues indefinitely.
Subordinate Agreement - One or more agreements worked out by faculty and/or administrators to define individual cooperative projects and exchanges. This type of a specific agreement is for a fixed term and generally falls within the context of the framework agreement.
Responsibilities
Department Chair/Dean/Director - Approves all subordinate agreements.
Executive Director, International Programs and Services - Assists in identifying important issues in preparing international agreements. Reviews all international agreements and forwards them to the provost and/or president for approval. Signs any international agreement involving study for academic credit.
Provost and Senior Vice President for Academic and Student Affairs - Signs all international agreements.
Vice President for Research - Reviews and signs all international agreements involving research.
