Policy Statement
Chalking is a transitory advertising and communication tool. Michigan Technological University supports students, student groups, departments and other members of the University community wishing to communicate messages via "chalking."
Policy Requirements
- Water-soluble chalk only. No spray chalk, semi-permanent or permanent materials may be used for chalking.
- Chalking is authorized as a tool for non-commercial advertisement and communication.
- Chalking is only allowed on University owned and maintained concrete sidewalks, at least 20 feet from the entrance to any building.
- Chalking is strictly prohibited on buildings, pavers, steps, retaining walls, or other University-owned property.
- All chalking must abide by all rules and regulations set forth by the Student Code of Community Conduct, Board of Trustees, and/or local, state, or federal law. Any person(s), group(s), or University community members violating the provisions of this policy will be subject to the appropriate student conduct, administrative, and/or legal action.
- The University reserves the right to clean/remove any chalking that does not comply with this policy and/or does not naturally dissolve within a reasonable time frame considering the location and usage of the sidewalk.
- The University reserves the right to assess any financial charges associated with the cleaning/removal to the person(s) and/or groups(s) responsible for the chalking.
Purpose
This policy supports Board of Trustees Policy Chapter 12 - General Operations, Section 12.2. Building and Property Rules and Regulations and Board of Trustees Enacted Regulations, Ordinance Number 1 - Traffic Regulations, Chapter 9 Littering and Defacing Property, Section 9.2 Defacing Property Prohibited.
Scope
Chalking is not authorized to any non-University person(s) and/or group(s).

Definitions
Chalking - Drawing or writing on concrete sidewalks with water-soluble chalk (commonly known as "sidewalk chalk") for the purposes of non-commercial advertisement and communication.
Designated areas - Areas defined by the University that do not impede the holding of classes, the carry-forward of University business, the arrangements for properly organized and scheduled events on the campus, the reasonable movement of vehicular or pedestrian traffic or the discharge of responsibility by any University officer or employee.
University community - Any enrolled student, registered student organization, recognized group/team, faculty member, staff member, employee and/or department of Michigan Technological University.
Responsibilities
Facilities Management - Cleans/removes any chalking that does not comply with this policy and/or does not naturally dissolve within a reasonable time frame considering the location and usage of the sidewalk. May assess any financial charges associated with the cleaning/removal to the person(s) and/or groups(s) responsible for the chalking.
Public Safety and Police Services - Abides by all rules and regulations set forth by the University Policies and Procedures, Student Code of Community Conduct, Board of Trustees, and/or local, state, or federal law.
University community - Uses water-soluble chalk on concrete sidewalks owned and maintained by Michigan Technological University. Abides by all rules and regulations set forth by the Student Code of Community Conduct, Board of Trustees, and/or local, state, or federal law.
