Definition of Functional Categories (Function Codes)

This category should only be used in spaces that are considered non-assignable such as mechanical, electrical and structural areas.

Tip: If the use code is WWW, XXX, YYY or ZZZ; then use FUNC code 0.0

This category includes all activities that are part of an institution's instruction program. Included are credit and noncredit courses for academic, vocational, and technical instruction; remedial and tutorial instruction; regular, special, and extension sessions; and community education. Includes departmental research and sponsored instruction.

Tip: If the assigned index(es) have program codes 202-206 and/or 239, are not color coded tan (DR), and they reflect 50% or more of the salary & wages of the occupant; then use FUNC code 1.0.

This category should include all activities specifically organized and separately budgeted to produce research outcomes, whether commissioned by an agency external to the institution or separately by an organizational unit within the institution.

Tip: If the assigned index(es) have program codes 1400-1580 and are color coded tan (DR) and/or gold (OR) and they reflect 50% or more of the salary & wages of the occupant when compared to any remaining index type, then use FUNC code 2.0.

This category includes identified activities that are established primarily to provide noninstructional services beneficial to individuals and groups external to the institution. These activities would be identified as Other Institutional Activities (OIA) and Other Sponsored Activity (OSA) as identified in an institution's financial accounting system. 

Tip: If the assigned index(es) have program codes 221-225 and they reflect 50% or more of the salary & wages of the occupant when compared to any remaining index type, then use FUNC code 3.0.

This category should include support services for the institution's primary missions: instruction, research, and public service.

4.1 Libraries - Official and organized central and branch libraries.

Tip: If the assigned index(es) have program code 231, then use FUNC code 4.1.

This category should include admissions and registrar offices and those activities whose primary purpose is to contribute to the students' emotional and physical well-being and to his or her intellectual, cultural, and social development outside the context of the formal instructional program.

Example: Student Services Administration, Social and Cultural Development, Counseling and Career Guidance, Financial Aid Administration, Student Admissions, Student Records, and Student Health Services.

Tip: If the assigned index(es) have program codes 241-259, then use FUNC code 5.0.

This category should include:

1. central executive-level activities concerned with management and long-range planning of the entire institution, such as the governing board, planning and programming, and legal services;
2. fiscal operations, including the investment office;
3. administrative data processing;
4. space management;
5. employee personnel and records;
6. logistical activities that provide procurement, storerooms, safety, security, printing, and transportation services to the institution;
7. support services to faculty and staff that are not operated as auxiliary enterprises; and 
8. activities concerned with community and alumni relations, including development and fund raising.

6.1 General Administration - Includes the following activities: Executive Management, Fiscal Operations, General Administration and Logistical Services, and Administrative Computing Services.

Tip: If the assigned index(es) have program codes 262-265, 267-271, 276-277, 280, 288, and/or 311; then use FUNC code 6.1.

6.2 Public Relations/Development/Alumni Affairs

Tip: If the assigned index(es) have program codes 301-307, then use FUNC code 6.2.

Tip: If the assigned index(es) have program code 1480 and the department is 42002 - Innovation and Commercialization OR program code is 273, then use FUNC code 6.3.

This category should include the operation and maintenance of physical plants for all institutional activities, including auxiliary enterprises and independent operations.

Example: Physical Plant Administration, Building Maintenance, Custodial Services, Safety, Security, Space Management, Occupational Health, Utilities, Landscape and Grounds, and Major Repairs and Renovation.

Tip: If the assigned index(es) have program codes 281, 294, 321-325, and/or 327; then use FUNC code 7.0.

An auxiliary enterprise is an entity that exists to furnish goods or services to students, faculty, or staff, and that charges a fee directly related to, although not necessarily equal to, the cost of the goods or services.

Tip: If the assigned index(es) have program codes 224 (if color coded green -OIA), 278-279, 291-293, and/or 402-450; then use FUNC code 9.0.

Space that is in buildings owned and occupied by the University. Space that is occupied by a non-University entity, AND for which the entity has a lease, management agreement, or contract with the University.

Also includes:

• Dining halls
• Intercollegiate athletics
• Bookstores
• Faculty housing, student apartments, guest houses
• Chapels
• Theaters
• Public museums

Does not include:

• Instruction, departmental research, organized research, or other sponsored activities
